HQA Visa Citizenship: The 10-Year Rule Explained
HQA visa citizenship now takes 10 years of legal residence for most applicants. Portugal changed its nationality law with Lei Orgânica n.º 1/2026, which has been in force since 19 May 2026. EU nationals and nationals of countries where Portuguese is an official language need 7 years. The 7 years and the 10 years are minimum residence conditions, not guarantees. Many websites still promise Portuguese nationality after 5 years. That is no longer true for new applications.

| Year | Milestone |
|---|---|
| 0 | First residence permit, valid 2 years |

Permanent residence after 5 years lets you stop renewing a temporary permit. It does not shorten the 10-year wait for citizenship.

Most applicants now need 10 years of legal residence before they can apply for Portuguese nationality (7 for EU nationals and nationals of countries where Portuguese is an official language).
The other requirements for citizenship
Residence is one of several conditions in article 6, alongside age, language and culture, means of subsistence, security checks and the criminal-record test.
- Language. You must show knowledge of Portuguese through a test or certificate. The required level is set by regulation, not by the law itself. For nationals of countries where Portuguese is an official language, the law presumes the Portuguese-language element is met unless lack of Portuguese is manifest. That presumption does not remove the separate requirements concerning Portuguese culture, history, and national symbols.
- Knowledge of rights and duties. A test of civic knowledge is part of the new law.
- Means of support. You must show you can support yourself.
- Criminal record. A final conviction with an effective prison sentence of more than 3 years for certain serious crimes can block an application.
How the law got here
- 18 May 2026. Parliament's revised law was published as Lei Orgânica n.º 1/2026.
- 19 May 2026. The law came into force.
Does the Golden Visa get you citizenship faster?
No. Golden Visa holders follow the same 10-year rule (7 years for EU nationals and nationals of countries where Portuguese is an official language). The Golden Visa asks for less time in Portugal each year, but it does not shorten the citizenship wait.
